Since SSRS does not explicitly support Report Headers and Footers, they must be implemented within the Body element of the report. As a result, Page Headers may precede Report Headers and the alignment of multiple column reports may not exactly match up with its Access counterpart. When Access reports contain Report Footers, an additional SSRS top-level List Data Region is created that contains all other report sections within it. This ensures that the Report Footer is on the last page of the report. See Employee Sales by Country report example.
